Most Caribbean institutions have a disaster recovery plan somewhere. It might be a document written three years ago, stored on a shared drive that half the organization cannot access. It might reference systems that have since been replaced, contacts who have since left, and recovery procedures that have never been tested. On paper, the institution is prepared. In reality, it is not.
The distinction between having a plan and having a tested plan is the distinction that matters. A disaster recovery plan that has never been tested is a set of assumptions. It assumes that backups are running correctly. It assumes that recovery procedures work as documented. It assumes that staff know their roles and can execute under pressure. It assumes that the contact information is current, the vendor agreements are active, and the recovery environment is functional. Any one of these assumptions failing invalidates the plan.
Testing is not optional in the Caribbean. Hurricane season is not a theoretical risk scenario — it is an annual certainty. Between June and November, every institution in the region operates under active threat. The institutions that recover fastest are not the ones with the best plans on paper. They are the ones that tested their plans, identified the gaps, and fixed them before the storm arrived.
A meaningful disaster recovery testing program has three components. First, tabletop exercises: leadership and key staff walk through a scenario verbally, identifying decision points, escalation paths, and dependencies. This reveals organizational gaps — unclear responsibilities, missing contacts, undefined priorities — without requiring technical execution. Second, technical recovery tests: the IT team actually executes a recovery procedure from backup — restoring a system, failing over to a secondary site, recovering data from a specific point in time. This reveals technical gaps — corrupted backups, incompatible systems, untested procedures. Third, full-scale simulations: a combined exercise where the organization operates under simulated disaster conditions for a defined period. This reveals operational gaps — how long decisions actually take, whether communication channels work under load, whether the recovery meets the defined time objectives.
