Challenge

The operational problem

Price collection, retailer updates, field inspections, and public access were separate jobs. The Ministry needed more than a consumer app: it needed a trusted operating system that could make price information useful to Bahamian shoppers while giving retailers a practical update channel and Consumer Affairs a traceable route from a reported discrepancy to verified evidence and follow-up action.

Approach

How Novio moved the work forward

Novio worked with the Ministry and Consumer Affairs to map the full ecosystem: consumer discovery, retailer price maintenance, inspector fieldwork, formal review, and regulatory oversight. We designed role-specific mobile and web experiences around one shared catalogue, store network, price record, and evidence layer, then connected those channels through common authentication, permissions, notifications, and audit controls. Novio continues to operate and evolve the platform under a managed-service arrangement.

PricePal now serves shoppers, retailers, inspectors, and Consumer Affairs through a connected suite of mobile and web applications. Citizens can search, compare, scan, build shopping lists, and report discrepancies. Retailers can maintain products, prices, and promotions. Inspectors can capture shelf evidence and complete structured visits, while Consumer Affairs can manage cases, inspections, price schedules, analytics, and enforcement from a unified administrative view.
